In the Fall of 1999, a coalition of neighborhood representatives, business interests and Emory University formed a steering committee to examine the current problems of the Emory Village district, establish goals for the area's future development, and build consensus around a conceptual plan to realize the future. With the assistance of the Urban Land Institute advisor Leon Eplan and Georgia Tech's Design Studio under the direction of Randall Roark, the committee held four workshops in 2000 open to all interested participants -- neighborhood residents, Village businesses and property owners, and Emory faculty, staff and students.

The workshops also reached several conclusions regarding problems faced by the Village, made recommendations in each of these areas of concern, and presented steps to implement the recommendations.
