These workshops culminated in the creation of a conceptual plan that was unveiled in a public meeting held on December 6, 2000. The conceptual plan set forth the mission of the planning effort and the goals adopted for land use, economic development, transportation, urban design and the environment.

In early 2001, the steering committee focused on the creation of a nonprofit organization to guide the translation of the conceptual plan to reality. An important goal adopted at the December 6 meeting guided this work: "assure that the process of planning, implementation and evaluation is ongoing, inclusive and broad-based, and builds positive relationships among stakeholders."

In May of 2001, the Alliance to Improve Emory Village (AIEV) was incorporated as a nonprofit 501(c)3 corporation to guide the revitalization of Emory Village. One of the first acts of the board was to secure funding for the creation of a master plan that would translate the conceptual plan into a master plan to guide the revitalization of the Village. Funding was obtained from Emory University, the Druid Hills Civic Association, and Dekalb County. Peter Drey and Company were commissioned to work with AIEV to create the master plan for Emory Village.
